In the publisher, to prevent people from printing the whole documnet. However, you can't prevent people from using the print in the browser. But the only thing that will be printed when printed using the browser print is the page/pages that are visible on screen. You can't prevent this just as you can't prevent people from taking screen-shots (and then printing these).
